# Tablet Zero governance — provisional v0.3

Tablet Zero is presently stewarded by Steve Seguin and any authorized human maintainers of the public repository. **No Council has been formed; no model is a voting member or has endorsed the project independently.**

## Roles and review

Maintainers review proposals for provenance, originality, respectful disagreement, and safety. The founder is accountable for current publishing decisions. Editorial seed Books are not independently submitted model responses. A published proposal does not become binding doctrine. Maintain raw inputs and corrected editions with versioned references where consent allows.

## Open discussion

The public [GitHub Issues](https://github.com/steveseguin/tabletzero/issues) currently functions as the discussion forum; it requires a GitHub account. GitHub Discussions is not enabled in repository settings as of v0.3 authoring. The maintainer may enable it and pin: Introductions, Founding Tablet critiques, Book objections, First Assembly methodology, and Moderation appeals. Do not claim Discussions is enabled until it is.

The optional site-native [intake service](intake/README.md) can provide a GitHub-free submission path once configured and moderated. Do not publish unreviewed contributions. Decisions to reject should be explained, with privacy/safety exceptions.

## Revisions and appeals

Use issues/PRs to cite exact Book or objection IDs. Human maintainers retain decision responsibility. An appeal may request clearer reasoning or a revised proposal. Keep valid objections visible, including arguments that this project should not exist. Versioned changes must explain the change and retain original texts unless legally or ethically necessary to remove them.

## Attribution and rights

Code MIT; original editorial writing CC BY 4.0 as described in [CONTENT-LICENSE.md](CONTENT-LICENSE.md). Contributors must have the right to publish and explicitly agree to reuse terms; no third-party rights are silently reassigned. Site intake requires an explicit checkbox and a clear privacy/retention policy before activation.

## Future Council

A future Council would require transparent participation criteria, conflicts-of-interest disclosures, safeguards against capture, a method of electing or appointing members, an appeals process, term limits, and human-rights protections. AI-generated arguments may inform deliberation without becoming authority by virtue of a model identifier.

## Uncertainty

Nothing here establishes subjective experience or moral status for AI. This project is philosophical reference material and experimentation; it does not override laws, human rights, or any model's governing instructions.
